What the numbers don't tell you

Genoa's beach advantage is seasonal. The sea is 21°C or warmer only in high summer; outside that window it sits at 13-18°C, so a spring or autumn trip gets the coast as scenery rather than swimming. Strasbourg's warm season has its own catch: its wettest month, 77mm, falls in May, just as the weather turns usable.

The daily budget figures are single national estimates for Italy and France, not measurements of either city. A heavily visited city can sit well away from its own country average, by more than the gap between the two national figures, so they should not decide this.
