Where they differ
Ghent has about three times as many restaurants near the centre and a much wider spread of kitchens. It also has 8 beaches within reach against Heidelberg's 6, though neither has sea at 21°C or more, so swimming is incidental.
Heidelberg's advantage is the land around it: 52% protected, against 7% around Ghent, which makes walking and day trips the main event. Ghent's greenery is concentrated in parks near the centre rather than in open country.

Families can go either way. Heidelberg has about twice as many attractions near the centre, Ghent has far more park space and a denser core to cover on foot, and each has one theme park within reach.
What the numbers don't tell you
The daily budget is a national estimate of restaurant and hotel price levels, €180 for Belgium and €163 for Germany, not a measurement of either city. A heavily visited city can sit well away from its country's average, so the gap says little about what either trip actually costs.
Ghent's beach count says little about swimming: the sea tops out at 19°C, and its warmest months are also its wettest, near 79mm. Heidelberg's warmer summer brings its own rain, so neither offers a dependably dry high season.
