Where they differ

What the numbers don't tell you
The value figure is a national price level and is identical for both by construction, so it tells you nothing about which of these two costs less. The €122 daily budget beside it is one estimate for the country rather than a measurement of either city, and neither should be called the cheaper trip.
Toledo's single nearby beach should not sway anything either: neither city has a month with sea at 21°C or more. And the driest months are the hottest ones, 35°C in July in both, so a near-rainless summer reads better on paper than it walks.
