Where they differ
Frankfurt's advantage is what lies outside it: 28% of the surrounding land is protected against 14% around Hamburg. It also has 4 UNESCO-listed places within day-trip reach against Hamburg's 1, plus 2 theme parks against 1, and it runs warmer, 5-26°C across the year against 4-23°C.
Hamburg answers with the night and the table: somewhat more places to drink, roughly twice the nightclubs, and a wider spread of kitchens, with most of both close to the centre. It also has somewhat more museums than Frankfurt.
Where they are alike
Neither is a place to swim. Hamburg has 16 beaches nearby and Frankfurt 4, but neither has a month with sea at 21°C or more, so bathing is incidental rather than a reason to go.
They are also alike in how a visit works on foot: each has a comparable number of notable places within walking distance of the centre, and about as many restaurants nearby, so the daily rhythm of walking, looking and eating is similar.

If you plan to leave the city, Frankfurt is the better base: far more of the surrounding land is protected, and it has 4 UNESCO-listed places within day-trip reach against Hamburg's 1. Museum-led visitors lean Hamburg.
What the numbers don't tell you
The value figure is a national price level, identical for both by construction, so comparing these two cities on cost tells you nothing. The €163 daily budget is one country-wide estimate rather than a measurement of either city, so treat it as a rough order of magnitude.
Hamburg's 16 nearby beaches sound generous, but neither city has a month with sea warm enough to swim in, so that count does not translate into swimming. The warmest months are also the wettest: Hamburg's July brings 82mm, and Frankfurt's summer rain is only slightly lighter, so any outdoor plan needs a wet-day alternative.

Hamburg is cooler throughout and peaks at 23°C in July and August, which are also its wettest months, above 75mm. Its one drier window is April, when highs reach only 14°C. Winter is cold and wet in both, Hamburg more so.
