Paris is far stronger in the centre. It has many times as many restaurants and a somewhat wider range of kitchens, many times as many bars and clubs, and many times as many notable places within walking distance, so days need less planning.

Where they are alike

What the numbers don't tell you

The daily budget figures are national price levels for restaurants and hotels, at €163 for Germany and €160 for France, not measurements of either city. A heavily visited capital can sit well above its own national average, so the small gap between the two says nothing about which trip costs more.

No weather station near Paris records sunshine hours, so that figure is missing rather than low, and the weather comparison rests on temperature and rainfall alone. Note too that Heidelberg's warmest stretch is also its wettest, at 80mm in July, and the beaches near both cities come without a sea-swimming season.
