Where they are alike
The two are close on weather, and in a similar shape. Heidelberg's daytime highs run 5-26°C across the year and Prague's 2-25°C, so both give a proper summer, a cold winter and shoulder months that can go either way.
Both are inland, with a few beaches nearby but no month of sea at 21°C or more, so neither is a swimming trip. Both hold enough museums to fill wet days, though Prague's sit more tightly around the centre.

What the numbers don't tell you
The daily budget figures, €163 and €107, are national price levels for restaurants and hotels, not measurements of Heidelberg or Prague. A capital or a heavily visited city can sit a long way from its own country's average, by more than the gap between the two national figures, so they tell you little about what either city will actually cost.
Heidelberg's strength in nature is land around the city rather than in it: 52% protected countryside implies transport and time, while Prague holds more green space near its own centre. Both list beaches nearby though neither has a month of sea at 21°C or more.

Heidelberg is at its best from June to August, with highs of 24-26°C. It is wet all year, though, and midsummer is the wettest part: July brings 80mm.
Prague's summer is a shade cooler and just as wet, so its real advantage lies either side of it. Seven months come in at 40mm or less, which makes April at 16°C and October at 14°C far more reliably dry than the same months in Heidelberg.
