What the numbers don't tell you
The daily budget figures, €163 and €181, are national estimates for Germany and the Netherlands, covering the price level of restaurants and hotels. They are not measurements of either city, and the gap between a heavily visited city and its own country average can be wider than the gap between the two countries.
The Hague's beach count reads better than the water does: the sea tops out at 19°C in August and never reaches 21°C, and the warmest months are also the wettest, so swimming days are fewer than the number of beaches suggests.
