Where they differ
Dubai's edge is swimming. The sea is 0km from the centre, with 52 beaches nearby, and it holds 21°C or more for 12 months against Hong Kong's 8. It also has somewhat more tourist attractions near the centre, and about twice as many nightclubs.
Hong Kong is the better walking city, with many times as many notable places near the centre and about three times as many restaurants, across a wider range of kitchens. It also has more green: 8% of surrounding land protected against 4%, and far more park space.
Where they are alike

What the numbers don't tell you
No daily cost figure exists for either city in this data, so the two cannot be compared on price at all, in either direction. The sunshine figure is also missing for Dubai rather than low, since no nearby station records it, so the monthly picture there rests on temperature, rainfall and sea temperature alone and that side of the weather comparison stays unmeasured.
Dubai's beach standing rests partly on a sea that reaches 33°C in August, exactly when daytime highs of 42°C limit time outdoors. Hong Kong's beaches are plentiful, but its warmest months are also its wettest.
