Where they differ
Istanbul has 2 beaches nearby and three months of sea at 21°C or more, so swimming is part of the trip. It also has many times as many bars and nightclubs, many times as many attractions near the centre, and 2 theme parks within reach.
Plovdiv keeps things compact: most of its drinking places are near the centre, against about half in Istanbul, and it has roughly twice as much park space close in. No sea swimming, though.
Where they are alike
Both run a similar yearly pattern, hot Augusts with highs of 30°C in Istanbul and 31°C in Plovdiv, and cool winters. Each gets close to 2,250 hours of sunshine a year.
The national daily budget estimates behind them, €100 in Istanbul's country and €77 in Plovdiv's, sit fairly close together, though they describe countries rather than cities. Neither city is ringed by much protected land, so day trips into open country are the thinner side of both.

Anyone travelling for eating and late nights should take Istanbul, which has many times as many restaurants, bars and clubs, though the two offer a similar range of kitchens. Plovdiv's smaller set is at least almost all walkable.
Walkers and slow travellers may prefer Plovdiv: more protected land around it, about twice the park space near the centre, and museums clustered tightly enough to cover on foot in a short stay.
What the numbers don't tell you
The daily budget figures, €100 and €77, are national estimates of restaurant and hotel price levels, not measurements of either city. Istanbul is home to 15.7 million people and draws far more visitors than a national average can reflect, and the distance between a heavily visited city and its own country can exceed the gap between the two figures.
Istanbul's swimming advantage rests on 2 beaches for a city of that size, and the warmest sea months are also the hottest and busiest. Plovdiv's summer highs match Istanbul's without any sea at all, so a hot summer there is a city trip, not a beach one.
When should you go?

Istanbul's window runs May to September, with dry midsummer months at 23-29mm and the sea warm enough to swim in by late summer, up to 24°C. Spring is drier here than in Plovdiv. Autumn turns wet, above 79mm from October onward.
Plovdiv peaks later, in August and September, when highs run 26-31°C and rainfall drops to 25mm. Late spring is warm but wetter, above 60mm, and winter is cold, with highs down to 5°C.
