Where they differ
Lucerne has the wider range of kitchens, even though Pisa has somewhat more restaurants near its centre. It has 16 beaches nearby against Pisa's one, all lake shore, and its 4-24°C year suits long walks more than sunbathing.
Pisa runs warmer, at 11-30°C, with a couple of genuinely dry months at 40mm or less where Lucerne has none, and months of sea at 21°C or more. It has more museums, grouped near the centre, more UNESCO-listed places within day-trip reach, and Italy's national daily budget is €155 against Switzerland's €248.

What the numbers don't tell you
The daily budget figures, €248 and €155, are national estimates for Switzerland and Italy, not measurements of Lucerne or Pisa. A heavily visited city can sit well above its own country's average, by more than the gap between these two figures, so they rank price levels rather than describe either city.
Lucerne's beaches are lake shore, with no sea season attached, and its warmest months are also its wettest, near 126mm. Pisa's swimming rests on a warm sea rather than choice of shore, since it has one beach nearby, and its best beach weather falls in the months most people travel.

Lucerne peaks in July and August, when highs reach 24°C, but those are also among its wettest months, near 126mm, so pack for showers. September, at 87mm, is drier and still mild for walking.
Pisa's summer is both warmer and drier, 27-30°C from June to August with just 32-41mm of rain, and the sea is at its warmest late in the season. The pattern reverses in autumn, the wettest stretch of its year at 125-132mm, when Lucerne is the steadier of the two.
