Where they differ

What the numbers don't tell you
The value figures for these two are identical by construction: they reflect a national price level rather than either city, so the comparison carries no information at all. The €122 a day beside them is one national estimate, not a measurement of Malaga or Toledo, and should not be read as a trait of either.
Weather figures flatter too. Toledo's dry year includes 35°C in July and August, when walking the centre is hard going, and 12°C in January. Malaga's beach advantage only functions in high summer, when the coast is busiest; the sea sits near 15°C for much of the year.
