The verdict

Choose Milan if you want a dense, walkable city: museums, restaurants and bars near each other, and enough indoors to carry a wet day.

Choose Rovinj if the sea is the point. It has 55 beaches nearby, sea above 21°C for four months, and very little in the way of nightlife, museums or day trips inland.

Where they differ

Milan packs many times as many notable places within walking distance of its centre. It also has many times as many bars and clubs, and many times as many museums, with 4 UNESCO-listed places within day-trip reach against Rovinj's 1. Restaurants near the centre are far more numerous and the range of kitchens wider.

Rovinj has 55 beaches nearby against Milan's 4, and sea at 21°C or more for four months, where Milan has none. Its drinking places are few but nearly all sit near the centre.

Where they are alike

Weather is where the two come closest. Both peak at 29°C in July, both cool to winter highs close together, and neither gets a dry month: rainfall stays above 40mm in every month, with autumn the wettest stretch in each.

Cost is the other point of overlap, though only at national level: the estimate behind Italy is €155 a day and Croatia €138, close enough that neither trip is defined by the difference.

Which traveller are you?

Culture-first travellers should take Milan: many times as many museums as Rovinj, a centre dense with notable places within walking distance, and more UNESCO-listed sites within day-trip reach, with a wider spread of restaurants around them.

Anyone travelling mainly to swim wants Rovinj, with 55 beaches nearby against Milan's 4 and sea at 26°C in August. Milan does not compete on this at all.

Families are better served in Milan, which has many times as many attractions and much more park space near the centre, plus 5 theme parks within reach against Rovinj's 3, though the beaches run the other way.

What the numbers don't tell you

The daily budget of €155 for Italy and €138 for Croatia is a national estimate of restaurant and hotel prices, not a measurement of either place. Milan and a small coastal town in high season can both sit far from their country's average, and that distance can exceed the gap between the two figures.

Rovinj's beaches serve a town of 13,000 people in a short warm season, so a count of beaches says nothing about how full they get. And when autumn rain arrives, the town offers little indoors to fall back on, where Milan's museums and bars absorb a wet day.

When should you go?

The figures behind each month. Each row is shaded against that destination's own year, so the deepest cell is its best month for that measure and the palest its weakest. Shades are not comparable between the two rows.

Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Milan: 1991-2020 normals, Novara / Cameri (41.2 km from centre). Rovinj: 1991-2020 normals, Trieste (63.7 km from centre).

WorseBetter

Milan is at its best from June to August, when highs run 26-29°C and July is the driest month at 57mm. Autumn is wet, over 110mm a month from September to November, which favours indoor plans.

Rovinj's season is stretched by the sea, which reaches 25-26°C in July and August and holds 23°C into September. Rain arrives on the same autumn schedule, so aim early in the month. Winter highs near 9°C leave little reason to swim.

The busiest departure cities for these two, with a place kept for each other part of the world. Busiest means arriving passengers where an official count exists, and where none does, the number of non-stop services flown: official route statistics are published by the European reporting countries and by nobody else, so a table ranked on them alone would offer a reader in New York or Tokyo ten European cities. Flying times are estimated from the distance between airports, and every row is a city flown non-stop to both. Where the typical offer connects anyway, the stops are shown. Under each figure is the airport the flight lands at and how far that is from the centre, because the nearest airport is not always the one a route is flown to. Where both columns name the same airport it is one flight, and the difference between the two is the distance printed beside it. Typical return fares for 2026-09 to 2026-10, cached market data up to 7 days old. The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
