What the numbers don't tell you
The value comparison between these two carries no information: that figure is a national price level, identical for both by construction, and the daily budget of €155 beside it is one estimate for the country rather than a measurement of either city.
The weather figures reward warmth and say little about rain. Verona's summer highs reach 30°C, which is heat as much as comfort, and Milan's September stays warm while carrying over 100mm, so a month that reads well on temperature can still be one to plan indoors. Milan's nature advantage also rests on protected land around the city, not on what is in walking distance.
