Where they differ

The value-for-money ranking rests on a different measure that both cities have, and it is not a price.
Naples's beach strength is seasonal: the sea sits at 21°C or more for five months, and those are the same months that draw the most people. Mostar's driest, hottest weeks are July and August, when highs reach 33°C, with no sea to cool off in.
