Where they differ
Mostar's edge is heritage and water: a UNESCO-listed place within day-trip reach, which Tirana lacks, and 7 beaches nearby against none. It also runs warmer, 9-33°C across the year against 12-31°C.
Tirana is the better base for eating out, with many times as many restaurants near the centre and a wider range of kitchens. It has far more park space near the centre, 11% of the surrounding land protected against 6% around Mostar, and about twice as many attractions of the sort families use.

This data carries no daily cost figure for Mostar, only for Tirana, so the two cannot be compared on price at all. The value ranking rests on a different measure that both cities do have, and it is not a statement about what a day on the ground will cost.
