The daily budget figures, €163 and €138, are national estimates of restaurant and hotel price levels, not measurements of either city. A heavily visited town can sit far from its own country's average, by more than the gap between the two national figures, so they rank countries rather than trips.
The beach advantage is narrowly seasonal: the months when the sea reaches 21°C or more fall on a town of 13,000 residents, so the best weeks are also the busiest, and the autumn that follows is the wettest part of the year.
