Where they differ

The daily budget figures, €163 and €155, are national estimates of restaurant and hotel price levels in Germany and Italy, not measurements of Munich or Verona. A heavily visited city can sit further from its own country average than these two figures sit from each other, so the gap says nothing about which trip costs more.
