Where they differ

Munich is the stronger city for families and for eating out. It has many times as many tourist attractions near the centre as Zagreb, 2 theme parks within reach where Zagreb has none, and about three times as many restaurants near the centre, across a wider range of kitchens. For heritage it holds about twice as many museums, plus 1 UNESCO-listed place within day-trip reach.

Zagreb's advantages are narrower. It runs warmer across the year, 5-29°C against 4-25°C, and Croatia's national daily estimate is €138 against Germany's €163.

Where they are alike

Neither is a place to swim. Both have beaches within reach, 8 around Zagreb and 6 around Munich, but neither has a month with water at 21°C or more, so bathing is incidental.

The other close calls are nights out, walkable centres and the shape of the year. Both have bars and clubs, about half of them near the centre, both keep their notable places within walking distance, and neither has a month at 40mm of rain or less.

Warm-weather short-breakers: Zagreb. Highs run to 29°C in summer against Munich's 25°C, the centre is compact enough to walk, the bars and clubs are there in smaller numbers, and Croatia's national price level is the lower one.

What the numbers don't tell you

The daily budget figures, €163 for Germany and €138 for Croatia, are national price levels for restaurants and hotels rather than measurements of Munich or Zagreb. A capital or a heavily visited city can sit further from its own national average than these two figures sit from each other, so they say nothing reliable about which of these cities will cost you more.

Warmth and dry weather do not arrive together. Munich's warmest months are also its wettest, near 120mm, and Zagreb's driest months are its coldest, so a summer trip to either means packing for rain.

Zagreb is warm earlier and stays warm longer, reaching 23°C by May and 29°C at midsummer, with less rain falling then than in Munich. Its weak stretch is autumn, when the wettest months of its year arrive just as the heat goes.
