Where they differ
Naples has many times as many notable places within walking distance of its centre, and many times as many museums, with 5 UNESCO-listed places within day-trip reach against Rovinj's 1. It also has many times as many bars and nightclubs, most of them central, and more green space: 7% of the land around it is protected, against 2% around Rovinj.
Rovinj answers with the coast, 55 beaches nearby against Naples's 29, and a wider range of kitchens, though far fewer restaurants near the centre.

What the numbers don't tell you
The daily budget figures, €155 and €138, are national price levels for restaurants and hotels, not measurements of Naples or Rovinj. A heavily visited coastal town or a large city can sit well away from its own country's average, by more than the gap between the two figures, so neither number tells you what your week will actually cost.
Rovinj's beach count belongs to a small town, so those 55 beaches are shared in the weeks when the sea is warmest. Its swimming window is the shorter of the two, and the months when crowds thin out are also its wettest.

Naples holds up either side of summer: October still reaches 23°C, and July and August are its driest stretch at 17-18mm, when Rovinj has no month that dry. Its sea also stays swimmable later into the autumn.
Rovinj is at its best in July and August, 29°C with the sea at 26°C. From September the rain sits above 110mm a month, so its shoulder season is wetter than Naples's. Outside summer it turns cold, and the town has little to fall back on.
