Where they differ

What the numbers don't tell you
The daily budget figures, €155 for Italy and €138 for Croatia, are national price levels for restaurants and hotels rather than measurements of either city. A small coastal town and a mid-sized city can each sit well away from their country's average, by more than the gap between the two figures, so this is not evidence about what either trip will cost.
Rovinj's beach count belongs to a town of 13,000 residents, so the warmest months are also the months those beaches fill. Pisa's coast is 10km out, and its fine summer weather does not shorten that journey.

Rovinj is worth the trip in August, when its sea is at its warmest, 26°C, though the season builds more slowly and May carries 90mm of rain. Both turn wet from October onwards, above 100mm a month, and both stay cool and damp through winter.
