Where they differ
Rovinj is the quieter of the two, with far fewer bars and clubs and only a fraction of the notable places Split packs into walking distance of its centre. It does hold one family advantage: 3 theme parks within reach where Split has none, and a town of 13,000 stays calm even in season.

Where they are alike
Swimming is the axis where they are level. Both sit on the water, within 1km of the centre, and both have four months of sea at 21°C or more. Split counts 87 beaches nearby against Rovinj's 55, but neither is short of places to get in.
Year-round conditions are close too, mild winters and hot summers in both, and both are middling for families: each has attractions near the centre, but neither is built around children.

Anyone who wants evenings out should choose Split, which has many times as many bars and clubs. If the trip is about quiet swimming and early nights, Rovinj, with the sea 1km from the centre, does that better.
What the numbers don't tell you
The value figure is a national price level and is identical for both by construction, so it carries no information about which of these two costs less. The €138 daily budget is one national estimate, not a measurement of either place.
Beaches come out level, but the counts behind that say nothing about crowding: the months when the sea is warmest are the months everyone else arrives, and a town of 13,000 fills faster than a city of 161,000. Split's driest month is also its hottest at 31°C, which is not the same as its most comfortable.
When should you go?

Rovinj is at its best in June and July, with highs of 27-29°C and a sea that stays swimmable into early autumn. The catch is what follows: 114mm of rain in September and more again in November, so late trips are a gamble.
Split holds up longer. July and August are its driest months at 25-32mm, and May and September stay warm at 23-25°C, so shoulder-season trips there carry less rain risk than Rovinj's.
