Where they differ

Where they are alike

The value figures for these two are set by a national price level, so they are identical by construction and tell you nothing about which city costs more. No daily budget figure exists for either, so no cost comparison between them is possible; the difference will come from your own choices of hotel and restaurant.
Liverpool's beach advantage is about access more than swimming: the sea sits 2km from the centre but peaks at 17°C, and neither city has a month of sea at 21°C or more. Nor does either have a month at 40mm of rain or less.
