Where they differ
Belgrade concentrates its interest: about twice as many notable places within walking distance of the centre as Sofia, so a short stay covers more on foot. It has somewhat more places to drink, more nightclubs, mostly central, somewhat more museums, and 1 theme park within reach.
Sofia is the better base for getting out: 12% of the land around it is protected against 6% around Belgrade, central park space is roughly double, and 1 UNESCO-listed place lies within day-trip reach. Bulgaria's national daily estimate is €77, Serbia's €99.
Where they are alike
Neither is a swimming destination. Neither has a month with sea at 21°C or more, so however warm July and August get, a trip to either is a city trip rather than a beach one.
They are close on eating out too: a similar number of restaurants near the centre and a similar range of kitchens. Museums, nightlife and family appeal are near-matched, and the weather runs a similar course through the year.

What the numbers don't tell you
The daily budget figures, €99 and €77, are national price levels for restaurants and hotels in Serbia and Bulgaria, not measurements of Belgrade or Sofia. A capital usually sits some way from its own country's average, and that distance can be larger than the gap between the two figures, so it says little about which city costs more day to day.
Belgrade's nearby beaches read better than they behave: neither city has a month with sea at 21°C or more, so that count is not a swimming season. And June, in the middle of the warm run, is the wettest month in both.
When should you go?

Belgrade is the better bet either side of high summer. It reaches 24°C in both May and September, warmer than Sofia in each, so the walking season stretches further into spring and autumn. June is the wettest month in both, and wetter in Belgrade, 95mm against 78mm.
Sofia's window is July and August, when it holds 28°C without Belgrade's hotter peak. Winter is cold in both, with January highs of 4-5°C, but Sofia's driest months are its winter ones, at 40mm or less.
