Where they differ
Berlin has many times as many bars and clubs, spread well beyond the centre rather than clustered in it, and many times as many restaurants near the centre. Where they are alike
Both count a handful of beaches nearby, but neither has a month of sea at 21°C or more, so swimming is not the reason to choose either.

What the numbers don't tell you
The value figures here tell you nothing about the difference between these two cities. They reflect a national price level and are identical by construction, and the €163 daily budget is one national estimate rather than a measurement of either city, so treat neither as the cheaper trip.
Heidelberg's protected countryside is the main reason to go, but it is the wetter of the two in almost every month, and its warmest stretch is also its wettest: July brings 80mm. Berlin's beach count looks generous, but with no month of sea at 21°C or more it is not a swimming destination.
