The value figure is a national price level applied to both cities, so it is identical by construction and tells you nothing about which trip costs less. The daily budget beside it is one national estimate rather than a measurement of either place; treat both as a rough guide and check real prices for your dates.

Beach counts are the other trap. Both list swimming spots nearby, but neither has a month with water at 21°C or more, and neither city is on the coast. Strasbourg's dry winter months are also its coldest, at 5-7°C.
