Where they differ
Budapest has many times as many restaurants near the centre, and a much wider range of kitchens, so eating out varies rather than repeats. It also has many times as many bars and clubs, most of them near the centre, and for families many times as many attractions and park space, plus 1 theme park within reach where Mostar has none.
Mostar runs warmer through the year, 9-33°C against 4-28°C, with 2414 hours of sunshine, and its museums sit tightly around a centre you can cross on foot.
Where they are alike

No cost comparison is possible here. The data carries a daily budget for Budapest, about €104 a day, and none at all for Mostar, so nothing here says which city is cheaper on the ground. The value ratings rest on a different measure both cities have, and should not be read as prices.
