The verdict
Choose Budapest if you want a city trip: places to eat, bars and clubs, museums and walkable sights, with parks and protected countryside within reach for day trips.
Choose Rovinj if the sea is the point. It has 55 beaches nearby and four months of sea at 21°C or more, with milder winter days too, but far less to do away from the water.

Where they differ
Budapest has many times as many notable places within walking distance of the centre, so a day can be covered on foot. It also has many times as many restaurants and a much wider range of kitchens, many times as many bars and clubs, and many times as many museums, plus far more parkland near the centre and more protected countryside around it.
Rovinj has 55 beaches nearby against Budapest's 6, sea at 21°C or more for four months, and 3 theme parks within reach against Budapest's 1.
Where they are alike
Both come out the same on value for money. The figures behind it, €104 and €138, are national price levels for restaurants and hotels rather than city measurements, so neither city stands out as the budget choice.
Weather is the other near-match: similar annual sunshine, summer peaks of 28°C in Budapest and 29°C in Rovinj, and January the coolest month in both. Each gives a long warm season; they differ in how the rest of the year behaves.
Which traveller are you?
Anyone travelling for museums, restaurants and late nights should take Budapest: many times as many of each as Rovinj, and most of the notable places sit within walking distance of the centre.
Swimmers and sunbathers should take Rovinj, where the sea reaches 26°C in August and 55 beaches lie nearby. Budapest has no equivalent, and its water is not part of the trip.
Families are split. Rovinj has 3 theme parks within reach against Budapest's 1, plus the sea; Budapest has many times more attractions and parkland near the centre, and more to fall back on in poor weather.
What the numbers don't tell you
The daily budget figures, €104 and €138, are national estimates of restaurant and hotel price levels, not measurements of either city. A capital and a small, heavily visited coastal town can each sit a long way from their own country average, and that distance can be larger than the gap between them, so neither number tells you what your trip will cost.
Rovinj has 55 beaches and 13,000 residents, so the weeks when the sea is warm enough are also the weeks everyone else arrives. Its quieter autumn is its wettest stretch by a distance.
When should you go?
The figures behind each month. Each row is shaded against that destination's own year, so the deepest cell is its best month for that measure and the palest its weakest. Shades are not comparable between the two rows.
Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Budapest: 1991-2020 normals, Budapest Met Center (2.1 km from centre). Rovinj: 1991-2020 normals, Trieste (63.7 km from centre).
Budapest is at its best from May to September, with highs of 22-28°C, though summer is also its wettest stretch at 60-75mm a month.
Rovinj peaks in July and August, when highs reach 29°C and the sea sits at 25-26°C. Autumn is where the two separate: September to November brings 113-125mm a month in Rovinj against 41-48mm in Budapest, and Rovinj's winter days stay milder, 9-10°C against 4-7°C.

The busiest departure cities for these two, with a place kept for each other part of the world. Busiest means arriving passengers where an official count exists, and where none does, the number of non-stop services flown: official route statistics are published by the European reporting countries and by nobody else, so a table ranked on them alone would offer a reader in New York or Tokyo ten European cities. Flying times are estimated from the distance between airports, and every row is a city flown non-stop to both. Where the typical offer connects anyway, the stops are shown. Under each figure is the airport the flight lands at and how far that is from the centre, because the nearest airport is not always the one a route is flown to. Where both columns name the same airport it is one flight, and the difference between the two is the distance printed beside it. Typical return fares for 2026-09 to 2026-10, cached market data up to 7 days old. The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
