Where they differ
Frankfurt has many times as many places to drink and as many nightclubs as Lucerne, most of them near the centre. Around it, 28% of the land is protected against 7% around Lucerne, and there is far more park space close in. Lucerne's edge is water and scale: 16 beaches nearby against Frankfurt's 4, in a town of 86,200 people rather than a city of 776,000.
Where they are alike
Neither is a beach destination. Both sit inland, neither has a month of sea at 21°C or more, and swimming means a lake or a river rather than a coast. It is a side activity in both, not a reason to book.
The weather runs in parallel too. July is the warmest month in each, at 26°C in Frankfurt and 24°C in Lucerne, and January the coolest, at 5°C and 4°C. Rain falls in every month in both.

What the numbers don't tell you
The daily budget figures, €163 and €248, are national estimates of restaurant and hotel price levels, one per country, not measurements of either city. A small town or a heavily visited one can sit far from its own national average, so these figures cannot tell you which of the two will cost more on the ground.
Lucerne's 16 beaches need reading carefully: neither city has sea, and the months warm enough for lake swimming are also the wettest, at 119-126mm. Frankfurt's advantage on nature rests largely on protected land around the city, which assumes you are willing to travel out for it.

Lucerne peaks in July and August at 24°C, but those are among its wettest months at 119-126mm, and May and June bring 126-128mm. September is drier at 87mm with 19°C, which is the better window if rain matters. Winter falls to 4°C.
