What the numbers don't tell you

The daily budget figures are national price levels for restaurants and hotels, €163 and €248, not measurements of Heidelberg or Lucerne. A heavily visited city can sit far from its own country average, by more than the gap between these two figures, so read them as a hint about the countries rather than a ranking of the cities.

Lucerne's 16 nearby beaches are inland water, not sea, and no month reaches 21°C in the water. The warmest months are also the wettest there, so a swimming trip carries the rain with it.
