What the numbers don't tell you
The daily budget, €184 for Finland and €203 for Norway, is a national estimate of restaurant and hotel price levels, not a measurement of Helsinki or Oslo. A capital can sit further from its own country's average than these two figures sit from each other, so the gap says nothing about which city will cost you more.
