What the numbers don't tell you
The daily budget is a national estimate of restaurant and hotel price levels, €184 for Finland and €169 for Sweden, not a measurement of either city. A capital can sit well above its own country average, by more than the gap between the two figures, so this says nothing about which city costs more.
Beach counts promise more than the water delivers. Neither sea gets properly warm, peaking at 17°C, and that peak falls in August, which in Helsinki is the wettest month at 84mm. Outside a short summer, swimming is a plunge rather than an afternoon.
