What the numbers don't tell you

The daily budget figure is a national estimate of restaurant and hotel price levels, one per country, not a measurement of Innsbruck or Strasbourg. Both come out at €160, but a city can sit far from its own country's average, so identical national figures tell you nothing about which trip will cost more.

Beach counts also mislead here: neither city has a month with sea at 21°C or more, so those beaches are not a summer swimming season. And Innsbruck's warmest months are its wettest, up to 144mm, so the summer that rates highest is also the one most likely to be interrupted.
