What the numbers don't tell you
The daily budget figures, €109 and €122, are national price levels for Portugal and Spain, not measurements of Lisbon or Seville. A capital and a heavily visited city can sit well above their own country average, by more than the gap between the two figures, so treat them as background only.
Lisbon's beach advantage is about count and access, not swimming comfort: the sea never reaches 21°C, and the warmest water comes late in the season, after the busiest weeks. Seville's warmth cuts both ways, since the mildness that helps in winter comes with midsummer highs of 36°C, which is why its own strongest months fall in spring and autumn.

Lisbon is at its best from June to September: highs of 26-28°C, almost no rain at 3-13mm in July and August, and sea at its warmest, 19°C, late in that run. Autumn and winter are wet, above 100mm a month.
Seville is the better spring pick, in April and May, when highs run 24-28°C with less rain than Lisbon sees then. October stays warm but wetter. July and August reach 36°C, which limits walking in the middle of the day.
