Where they differ
Lucerne's centre carries many times as many notable places within walking distance, so days can be planned on foot. It also has about twice as many restaurants near the centre and a much wider range of kitchens.
Rovinj is the swimming trip: 55 beaches nearby against Lucerne's 16, and four months of sea at 21°C or more, peaking near 26°C. The daily estimate behind the value comparison is €138 for Croatia against €248 for Switzerland, a national price level rather than a city measurement.
Where they are alike
Museums and heritage sit at similar levels. Both have one UNESCO-listed place within day-trip reach, and in both cases the museums cluster close to the centre, Rovinj's especially tightly.

What the numbers don't tell you
The daily budget is a national estimate, the price level for restaurants and hotels in Switzerland and Croatia, at €248 and €138. It is not a measurement of either city, and a small, heavily visited coastal town or a well-known lakeside one can sit a long way from its country's average, further than the two averages sit apart.
The beach figures also compress: 55 beaches and the warm-sea months arrive together, so the weeks worth swimming are the weeks everyone else has chosen. Lucerne's warmest months are also its wettest, near 126mm, so a strong summer showing does not promise dry days.

Rovinj holds up longer. June to August brings 27-29°C and sea warm enough to swim, up to 26°C, with July the driest of the three at 61mm. September to November stay mild but turn wet, so the shoulder is a gamble. Winter is milder here than in Lucerne.
