Where they differ
Lucerne keeps a smaller offering close at hand: 16 beaches on the water nearby against Stuttgart's 3, somewhat more tourist attractions near the centre, and museums grouped tightly around the middle of town, so little of a visit needs transport.
Stuttgart is the better base for going out and getting out. 51% of the land around it is protected against 7% around Lucerne, with about three times as much park space near the centre, 3 UNESCO-listed places within day-trip reach against 1, and far more bars and clubs.
Where they are alike
Neither is a swimming destination in the sea sense: both sit inland, and neither has a month of water at 21°C or more, so bathing in either is a warm-weather extra rather than a reason to go.

What the numbers don't tell you
The daily budget is a national figure, the price level for restaurants and hotels in Switzerland at €248 and in Germany at €163, not a measurement of either city. A heavily visited city can sit well away from its country's average, by more than the gap between these two figures, so this tells you nothing reliable about what a day in Lucerne or Stuttgart costs.
Lucerne's 16 beaches are lake bathing, not coast: neither city has a month of water at 21°C or more, and the months warm enough to swim there are also the wettest of its year.
