Where they differ
Mostar runs warmer in summer, up to 33°C, and is tightly drawn: its museums cluster around the centre, and most of its bars sit within the same few streets. It also counts 7 beaches nearby against Rome's 3.
Rome offers far more for families: many more attractions and park space near the centre, and 4 theme parks where Mostar has none. It also packs many more notable places within walking distance, with 19% of surrounding land protected against 6%.

What the numbers don't tell you
No cost comparison is possible here. The data carries a daily budget for Rome, €155, and no equivalent for Mostar, so nothing supports a judgement about which trip costs less. The value ranking rests on a different measure both cities have.
Beach counts mislead in both directions. Mostar has more beaches nearby, but no sea temperature is recorded for it at all, so the data never says when the water is comfortable; Rome's sea is measured and warm from June. And warm does not mean dry: Mostar's September is still 27°C but among its wettest months, at 143mm.
When should you go?

Rome holds up longer. June to September stays at 28-31°C, with midsummer the driest of the year at 21mm, and the sea warm enough to swim in from early summer into autumn. October onwards is the wet spell.
