Where they differ
Mostar runs warmer year-round, with daytime highs of 9-33°C against Zagreb's 5-29°C, and gets more sunshine over the year. It has somewhat more tourist attractions near its centre, and one UNESCO-listed place within day-trip reach, which Zagreb lacks.
Zagreb has about three times as many restaurants near the centre and a much wider range of kitchens, many times as many places to drink and dance, and about three times as many notable places within walking distance. Protected land covers 9% around it against 6% around Mostar, plus far more central park space.
Where they are alike
Neither is a swimming destination. Both have a handful of beaches within reach, 8 near Zagreb and 7 near Mostar, but neither has a month of sea at 21°C or more.

What the numbers don't tell you
No cost comparison is possible here. The dataset carries a daily budget for Zagreb and none for Mostar, so nothing supports a judgement about which city is cheaper. The value ratings rest on a different measure that both cities have, not on what a day costs.
The beach counts flatter both. Each has beaches listed nearby, but neither reaches a month of sea at 21°C or more, so swimming is not really part of either trip. Mostar's warmth cuts both ways too: 33°C in July and August, and a warm September that brings 143mm of rain.
