Where they differ
Milan is the better base for getting out of the city: 30% of the land around it is protected against 17% around Munich, and 4 UNESCO-listed places sit within day-trip reach against Munich's 1. It also has somewhat more museums, more notable places inside walking distance of the centre, and about twice as many places to drink.
Munich has about twice as much park space near the centre, a much wider range of kitchens despite fewer restaurants close in, and somewhat more nightclubs, so late nights lean towards clubs rather than bars.
Where they are alike
Both have beaches within reach, but neither gets a month of water at 21°C or more, so swimming is incidental rather than a reason to pick either.
They are also close on families and on eating out. Each has about as many tourist attractions near the centre as the other, and each backs that up in its own way: Milan with theme parks and sheer number of restaurants, Munich with park land and variety of kitchens.

What the numbers don't tell you
The daily budget, €155 for Italy against €163 for Germany, is a national estimate of restaurant and hotel price levels, not a measurement of either city. Both are large, heavily visited places, and the distance between such a city and its own national average can exceed the gap between the two countries.
Neither city rewards a swimming trip: the beaches within reach come with no month of water at 21°C or more. And the best-rated months are not the driest. Munich's warmest months carry its heaviest rain, and Milan's wettest stretch is autumn rather than summer.

Milan's best run is June to August, with highs of 26-29°C and July the driest of the three at 57mm. September to November all carry more than 110mm, so autumn walking and day trips come with rain.
Munich is warmest in July and August at 25°C, but those are also its wettest months, near 120mm each. September is the better compromise, 20°C with 78mm, and April is drier still at 56mm, though cooler at 15°C.
