The verdict
Choose Istanbul if you want summer heat with swimming attached: it has three months of sea warm enough to use, where Paris has none, and its summers are the drier of the two.
Choose Paris if the trip is about walking between things, eating widely and getting out to protected countryside on a spare day. It is the denser city for sights and for restaurants near the centre.

Where they differ
Istanbul's edge is water and warmth. Both have 2 beaches nearby, but Istanbul has three months of sea at 21°C or more where Paris has none. Turkey's national daily budget estimate is €100 against France's €160.
Paris is the better base for days out: 28% of the land around it is protected against 1% around Istanbul, plus more park space near the centre. Its centre also packs far more notable places within walking distance, and about twice as many restaurants nearby, across a wider range of kitchens.
Where they are alike
Weather is where the two are closest. Both sit at 8-9°C in January and both peak in August, and neither swings to an extreme: 9-30°C across the Istanbul year, 8-26°C across the Paris one. Spring and autumn are workable in either.
Both also suit families, with theme parks within reach and attractions and park space near the centre, and both have a comparable number of nightclubs, about half of them near the centre in each.
Which traveller are you?
If you want to swim, only Istanbul offers it: sea at 21-24°C from June to August against a Paris year with no usable sea, and warmer daytime highs to go with it.

What the numbers don't tell you
The daily budget figures, €100 for Turkey and €160 for France, are national estimates of restaurant and hotel price levels, not measurements of either city. A heavily visited capital can sit further from its own country's average than the two countries sit from each other, so the gap says little about what either trip will actually cost.
Sunshine is not recorded for Paris, so its monthly picture rests on temperature and rainfall alone, and that side of the weather comparison is unmeasured. Istanbul's swimming advantage, meanwhile, rests on 2 beaches serving a city of 15.7 million, and only in its hottest months.

Istanbul is at its best from May to September. Highs run 22-30°C, rain is lightest in the same window at 23-29mm, and the sea holds 21-24°C from June to August. October and November are much wetter, at 85mm and 79mm.
Paris suits the shoulder months better: March and April bring only 41-45mm, where Istanbul's early spring is wetter. Summer highs of 24-26°C are gentler, though May is the wettest month at 75mm, making June to August the safer bet.

The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
