Where they differ
Paris has many times as many notable places within walking distance of the centre, so a day covers more ground on foot. It also has many times as many places to drink and about three times as many nightclubs, with around half of them near the centre.
Stuttgart's strength is outside the built-up area: 51% of the land around it is protected against 28% around Paris, which puts more countryside within day-trip reach. Its nightlife is smaller but sits mostly near the centre, so a short evening needs no travel.
Where they are alike
Neither is a place to swim. Stuttgart has 3 beaches nearby and Paris 2, but neither has a month when the sea reaches 21°C, so swimming is not a reason to choose either.
The weather runs on much the same rhythm, both peaking at 26°C in high summer and cooling through the same months, and the national daily budget estimates for the two countries sit within €3 of each other.

What the numbers don't tell you
The daily budget figures, €160 and €163, are national estimates of restaurant and hotel price levels, not measurements of either city. A capital or a heavily visited city can sit well above its own country's average, by more than the gap between these two figures, so neither city can be called the dearer trip on this evidence.
No weather station near Paris reports sunshine hours, so that side of the comparison is unmeasured there; the monthly picture rests on temperature and rainfall. Stuttgart's driest months, February to April, are also its coldest, so low rainfall is not the same as a comfortable month.

Paris is the better pick from June to September, with highs of 24-26°C at the peak and 22°C lingering into early autumn; summer rainfall stays at 51-58mm.
Stuttgart is driest from February to April, at 33-43mm, but highs then reach only 7-16°C. Its summer is wetter than Paris's, at 77-79mm in the wettest months, so September, at 21°C and 49mm, is when it works best. Nothing in either city's winter recommends a visit for the weather alone.
