The verdict

Choose Rome if the trip is built around walking between things: notable places, museums and evening options cluster near the centre in a way Rovinj cannot match, and the sea sits 24km away.

Choose Rovinj if swimming is the point. The sea is 1km from the centre and 55 beaches lie close by, but museums, nightlife and day trips are thin by comparison.

Where they differ

Rome has many times as many notable places within walking distance of the centre, and many times as many museums, with 7 UNESCO-listed places within day-trip reach against Rovinj's 1. It also has far more bars and clubs, more attractions and park space for children, and more protected land around it for days out.

Rovinj puts the sea 1km from its centre, where Rome's coast is 24km out, with 55 beaches nearby against Rome's 3, plus a somewhat wider range of kitchens in a much smaller restaurant scene.

Where they are alike

Their years run to a similar shape. Rome's daytime highs move between 12-31°C and Rovinj's between 9-29°C, both mild in winter, hot at the peak, and wettest in autumn rather than summer.

The national price levels behind them are close too, €155 for Italy and €138 for Croatia. Both also offer a real swimming season, with sea temperatures above 21°C through the height of summer, warm enough to plan a trip around.

Which traveller are you?

Anyone who wants to see things on foot should take Rome: notable places, museums and attractions sit close together around the centre, and 7 UNESCO-listed sites are within day-trip reach against Rovinj's 1.

Anyone whose day starts with a swim belongs in Rovinj, where the sea is 1km from the centre and 55 beaches are close by; Rome's nearest coast is 24km out.

Families, and anyone who wants a night out, are better served in Rome, with far more attractions and park space near the centre, far more bars and clubs, and far more protected countryside for days away.

What the numbers don't tell you

The daily budget figures, €155 for Italy and €138 for Croatia, are national price levels, not measurements of Rome or Rovinj. A capital and a small, heavily visited coastal town can each sit far from their country's average, by more than the gap between the two figures, so read them as country context rather than a reason to choose.

Rovinj's beach strength is seasonal and concentrated: the sea holds 21°C or more for a short summer window, and those same weeks bring the crowds a beach count cannot show. Rome's mild year hides a midsummer at 31°C, when the walking that makes the city work is hardest.

When should you go?

The figures behind each month. Each row is shaded against that destination's own year, so the deepest cell is its best month for that measure and the palest its weakest. Shades are not comparable between the two rows.

Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Rome: 1991-2020 normals, Roma / Ciampino (15.1 km from centre). Rovinj: 1991-2020 normals, Trieste (63.7 km from centre).

WorseBetter

Rome suits May and June, with highs of 24-28°C and comfortable walking. Midsummer is hotter at 31°C but the driest stretch of its year, and from October the rain builds past 90mm, leaving winter the weakest time for a trip spent outdoors.

Rovinj is best in July and August, when highs reach 29°C and the sea is at its warmest, 25-26°C. Its summer rain, 61-78mm, runs heavier than Rome's, and autumn is wetter still, so the swimming window is narrow at both ends.

The busiest departure cities for these two, with a place kept for each other part of the world. Busiest means arriving passengers where an official count exists, and where none does, the number of non-stop services flown: official route statistics are published by the European reporting countries and by nobody else, so a table ranked on them alone would offer a reader in New York or Tokyo ten European cities. Flying times are estimated from the distance between airports, and every row is a city flown non-stop to both. Where the typical offer connects anyway, the stops are shown. Under each figure is the airport the flight lands at and how far that is from the centre, because the nearest airport is not always the one a route is flown to. Where both columns name the same airport it is one flight, and the difference between the two is the distance printed beside it. Typical return fares for 2026-08 to 2026-10, cached market data up to 7 days old. The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
