Where they differ
Rome has many times as many notable places within walking distance of the centre, so a day needs little planning. Nightlife is on another scale, with far more bars and clubs, about half of them central. The land around it is better protected, 19% against 9%, with about three times the park space near the centre.
Verona's museums and most of its bars sit tightly around its centre, so little needs a bus, and its kitchens cover a somewhat wider range than Rome's.
Where they are alike
The weather year runs to the same shape: both are at their warmest in high summer, 31°C in Rome and 30°C in Verona, both are coolest in January, and both hold a long warm run from May to September.

What the numbers don't tell you
Both cities carry the same value figure because it is a national price level rather than a measurement of either place, so the comparison between them tells you nothing about which trip costs less. The daily budget of €155 is that same national estimate, not a Rome price or a Verona price.
Rome's swimming advantage sits outside the city, across 3 beaches, and the months when the sea is warmest are also the hottest at 31°C and the most crowded. Its mild autumn highs arrive with the wettest months of the year, so a warm reading and a usable day are not the same thing.
When should you go?

Rome's best window is May to June, 24-28°C with rain easing to 33mm, and September still holds 27°C. Its worst stretch is late autumn, when October and November take 97-114mm.
Verona matches those spring temperatures but stays wetter through summer, 62-72mm a month, peaking at 85mm in early autumn. Its clearest months are January and February at 38-43mm, though highs of 7-10°C make that an indoor trip rather than a walking one.
