Where they differ
Rovinj is the coastal option: 55 beaches nearby, sea at 26°C in August and four months at 21°C or more. Siena has no coast, so swimming is not part of the trip there.
Siena has many times as many museums as Rovinj and 5 UNESCO-listed places within day-trip reach against Rovinj's 1. Its notable places are also packed far more tightly around the centre, so a day there can be done on foot; in Rovinj sights are thinner on the ground and further apart.
Where they are alike
Both run a similar year: highs of 9-29°C in Rovinj and 9-31°C in Siena, and neither gets a month at 40mm of rain or less.
Eating and drinking out are modest in both. Siena has about twice as many restaurants near the centre, while Rovinj covers a somewhat wider range of kitchens; Siena has about twice as many places to drink, Rovinj many times as many nightclubs. Protected land is limited around both.
Which traveller are you?
If you want a swimming holiday, Rovinj is the only candidate here: 55 beaches nearby and sea up to 26°C in high summer. Siena has no coast and no substitute for it.
If you travel for museums and old towns, Siena: many times as many museums as Rovinj, notable places packed tightly around the centre so a day works on foot, and 5 UNESCO-listed places within day-trip reach.
Families split. Rovinj has 3 theme parks and the beaches; Siena has about twice as many attractions near the centre and roughly three times the park space, plus more to do when the weather turns.
What the numbers don't tell you
The daily budget figures, €138 and €155, are national estimates of restaurant and hotel price levels in Croatia and Italy, not measurements of either city. A town of 13,000 in peak season, or a heavily visited city, can sit far from its country average, so the gap says little about what either trip costs.
No weather station near Siena records sunshine hours, so that figure is missing rather than low, and the weather comparison rests on temperature and rainfall alone. Rovinj's beach strength is also a summer strength: its swimming months are the months everyone else picks, and its wettest months fall in autumn.
When should you go?
The figures behind each month. Each row is shaded against that destination's own year, so the deepest cell is its best month for that measure and the palest its weakest. Shades are not comparable between the two rows.
Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Rovinj: 1991-2020 normals, Trieste (63.7 km from centre). Siena: 2006-2017 (rainfall 1991-2020) normals, Arezzo (45 km from centre).
Rovinj peaks from June to September, when daytime highs run 24-29°C and the sea sits at 22-26°C. September still swims well, though rain climbs to 114mm.
Siena is best in May, June and September, warm at 23-28°C without the July and August heat of 31°C. Those two months are its driest, near 50mm each, while Rovinj's summer rain is heavier. November is the month to avoid in both cities, above 120mm.

The busiest departure cities for these two, with a place kept for each other part of the world. Busiest means arriving passengers where an official count exists, and where none does, the number of non-stop services flown: official route statistics are published by the European reporting countries and by nobody else, so a table ranked on them alone would offer a reader in New York or Tokyo ten European cities. Flying times are estimated from the distance between airports, and every row is a city flown non-stop to both. Where the typical offer connects anyway, the stops are shown. Under each figure is the airport the flight lands at and how far that is from the centre, because the nearest airport is not always the one a route is flown to. Where both columns name the same airport it is one flight, and the difference between the two is the distance printed beside it. Typical return fares for 2026-09 to 2026-10, cached market data up to 7 days old. The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
