The daily budget figures, €138 and €160, are national estimates of restaurant and hotel price levels, not measurements of Rovinj or Vienna. A capital and a heavily visited coastal town can each sit well away from their own country's average, by more than the gap between the two figures, so treat them as background rather than a verdict on either city.

Rovinj's beach advantage is concentrated. A town of 13,000 people takes its visitors in the same handful of warm months, so the beaches are busiest exactly when they are worth using, and the wettest months arrive while the sea is still warm.
