Where they differ
Sarajevo keeps things close: it has somewhat more notable places within walking distance of the centre than Sofia, so a short stay needs less planning and less travel.
Sofia is stronger on nearly everything else: about three times as many restaurants near the centre and a much wider range of kitchens, twice as many places to drink and many times as many nightclubs. For getting out, 12% of the land around Sofia is protected against 2% around Sarajevo, with far more park space near the centre.
Where they are alike
Neither city is a swimming destination: there is no beach within reach of either and no month when the sea reaches 21°C or more, so both are trips built around streets, not shorelines.
Both also run the same yearly range of daytime highs, about 4-28°C, and both put their sights close to the centre, Sarajevo a little more so. On heritage they are near-equals: Sofia has somewhat more museums, and each has one UNESCO-listed place within day-trip reach.

A weekend on foot: Sarajevo. More of its notable places sit within walking distance of the centre, so you can see the city without transport, and its museums and heritage hold up against Sofia's.
Families and walkers: Sofia. It has more park space near the centre, somewhat more attractions for visitors, and 12% of the surrounding land is protected against 2% around Sarajevo. Neither has a theme park.
What the numbers don't tell you
No daily cost figure exists for Sarajevo in this data, so the two cannot be compared on price at all, and nothing here should be read as one city being cheaper than the other. The value ranking rests on a different measure that both cities do have.
Warmth and dryness do not arrive together. Sarajevo's warmest stretch also carries its heaviest rain, at 88mm, so a good summer reading does not promise dry days; Sofia's driest months are its coldest, with highs at 4°C. Sofia's edge in nature is largely land around the city rather than in it, which means travel to reach it.

Sarajevo is at its best from June to September, with highs of 25-28°C, but rain never really eases: no month falls below 66mm, and the start and end of that window are the wettest at 88mm.
Sofia matches the 28°C peak and holds 23°C into September on 54mm, well under Sarajevo's. It is drier in the shoulders and in winter, near 36mm a month, though both cities drop to 4°C in winter.
