Where they differ

Zagreb has about three times as many places to drink and many times as many nightclubs, plus more green space: three times the park area near the centre, and 9% of the surrounding land protected against 4% around Venice.
Where they are alike
Weather is where they are closest. Both follow the same seasonal shape, cold winters and hot summers: Venice runs 8-30°C across the year, Zagreb 5-29°C, with a long warm stretch between them and rain concentrated in autumn.
Eating out and cost sit close too. Venice has more restaurants near the centre, Zagreb a wider range of kitchens, so neither is short of choice. The national price estimates behind them, €155 and €138, are not far apart either.

What the numbers don't tell you
The daily budget figures, €155 and €138, are national estimates for restaurants and hotels, not measurements of either city. A heavily visited city can sit further from its own national average than these two figures sit from each other, so read them as country background, not as what either trip will cost.
Venice's swimming season falls in the same months both cities are at their best, so the warm sea comes with the crowds. Its two driest months are also its coldest, at 8-10°C, so low rainfall there is no invitation. Zagreb is inland, with no sea at all, which is what the beach gap mostly reflects.

Venice is the better pick from May to September, with highs of 24-30°C and sea at 23-26°C in the warmest months. July is comparatively dry at 65mm, while autumn turns heavy, up to 106mm.
Zagreb is at its best June to August, when highs reach 27-29°C, but its summer rain runs at 85-90mm a month, wetter than Venice at the same time of year. Either side of that window it cools off quickly and the case for going thins.
