Value here carries no information: it is a national price level, identical for both cities by construction, and the €163 daily budget beside it is one national estimate rather than a measurement of either. Nothing in this data says which is the cheaper trip.
Hamburg's 16 nearby beaches sound like a swimming holiday, but neither city has a month of sea at 21°C or more, so that is shoreline, not bathing. Similarly, the warmest months are also the wettest in both, and most sharply in Munich, where midsummer rain runs to 117-119mm; warm does not mean dry.
